What color dress will go with my hair?

so , i have a debs/prom coming up and i want to look really nice .. i have darkish brown hair and it is long ( about 23 inches ) ( found the extensions i was looking for :D ) and i was wondering if you guys could help me decide what hair style to wear and what color dress i should look for .. I'm also little bit tan ( if that means anything to you lol ) and ill be wearing heels that are quite high ,, because I'm small ha I'm about 5'3 or something lol .. and maybe if yous have tips on what color or whatever will give the illusion to make me look a bit taller and skinnier ( please don't say black lol .. i don't want to wear black i want to wear a bright sorta colored dress ) and make up as well , if you guys have tips please let me know ( grey/black smokey eye ) .. pictures , videos and websites for makeup and hair would really help .. every piece of advise helps .. i have looked on youtube a few times and found nothing yet so please help me .. thanks guys .. xxx
