Dont know if he likes me..?

if he keeps looking at you there has to be something hes interested in, your right, i think hes too shy to do anything, maybe you could make the first move, if your not too bothered what will happen then if he says no, he says no but there is no harm in trying first is there? maybe get a group of you to all go out together and that might make it easier to see if he does, then ask him out!! :)
