Major fire hazard, will a surge protector stop this?

My laptop charger is not working properly. It is causing too much power to go thru to the metal tip of the charger. It has already started smoking inside my computer and has sparked a couple of times. Will buying a surge protector and plugging the charger in stop it from heating up and causing a fire?
