Multiple SEO keywords in 1?

I am rewriting title tags and descriptions for a website and I'm wondering, if I wrote something like "blue leather heels" would 'blue heels' also be considered a keyword? Or how about just leather heels? How many words away does it need to be before it starts becoming irrelevant?
