What does the hazard sign over the battery charging picture when the phone is turned off for LG optimusC mean?

When i plug my LG optimus C into my wall charger it will charge for a second then stop. When i turn off my phone the charging picture comes up but it has a yellow hazard symbol over the battery. It works fine on my car charger, but what does this symbol mean?
